If a situation requires urgent action, call 911.
If you have noticed a problem of animal abuse or neglect, it is important to act quickly to help protect these vulnerable animals.
There is negligence when an animal finds itself in unacceptable living conditions or when it does not receive adequate care.
For example:
- An animal left outside in the cold, heat, or without shelter to protect it from inclement weather or the sun.
- An animal not having access to adequate food or fresh water.
- An injured or sick animal not receiving necessary veterinary care.
- An animal with severely matted fur causing discomfort or injuries.
In order to help this animal, we invite you to fill out this form.
Afterwards, our mobile unit workers will be able to determine what is the best intervention for this situation.
Cruelty occurs when an animal is mistreated, hit or beaten. In a case of cruelty, the criminal code applies.
For example:
- Someone willfully causes or allows an animal to be caused pain, suffering or injury.
- Someone who in any way encourages, participates in, or assists in animal fighting or harassment.
Whether the case concerns a pet, a bird or a farm animal, you can file a complaint by calling 911.
It is also possible to fill out a form with the MAPAQ, which deals with animal welfare.
When the behaviour of a pet is a source of concern, start by discussing the situation with the pet’s owner. A respectful conversation can often lead to a solution.
You can also fill out a complaint form that our mobile unit workers can process. They will then be able to determine if the situation requires a courtesy visit to respectfully discuss with the citizens regarding the nuisance.

If you are a citizen of one of our cities and an animal is an imminent risk to your safety, contact 911. If an animal behaves in a threatening way or could lead to a risk to your safety, contact us at 450-655-2525 extension 0.
If you are a citizen of one of our cities and you have seen a dead animal, please report it by filling out this form. We will contact you as soon as possible.
This form is only applicable for reporting coming from our partner cities : Longueuil, Saint-Bruno de Montarville, Boucherville, Saint-Jean-sur-Richelieu, Saint-Blaise-sur-Richelieu et Saint-Alexandre. Section II — Reporting dog-inflicted injuries
- Un médecin vétérinaire doit signaler sans délai à la municipalité locale concernée le fait qu’un chien dont il a de motifs raisonnables de croire qu’il constitue un risque pour la santé ou la sécurité publique a infligé une blessure par morsure à une personne ou à un animal domestique en lui communiquant, lorsqu’ils sont connus, les renseignements suivants :
- the name and contact details of the dog’s owner or guardian
- any information, including breed or type, identifying the dog
- the name and contact details of the injured person or the owner or guardian of the injured pet, as well as the nature and seriousness of the injury inflicted
- A doctor must immediately report to the local municipality that a dog inflicted an injury by biting a person by giving the nature and severity of this injury and, when it is known, the information provided in paragraphs 1o and 2o of the first paragraph of section 2.
- For the purposes of applying sections 2 and 3, the local municipality concerned is the one in which the owner or guardian of the dog that inflicted the injury has their primary residence or, when this information is not known, the one in which the incident took place.
